Speaker urges Dahal not to obstruct House - by Dhading 12/05/2009 @ 8:01 PM

 Speaker of the legislature-parliament Subash Nemwang has urged caretaker Prime Minister Pushpa Kamal Dahal not to obstruct the House proceedings and open up way for formation of a new government.

The Speaker, who reached PM's residence at Baluwatar Tuesday afternoon, advised caretaker PM Dahal that it is unwise for the party leading the government to obstruct the parliamentary proceedings.

In response, Dahal said he was serious towards ending the current crisis at the earliest possible, Nemwang told reporters after the meeting.

The Speaker said he also cautioned PM about stagnation in the constitution writing process due to political meddling and misunderstanding among the parties.

However, Dahal is learnt to have told Nemwang that Maoists would continue to obstruct the House proceedings until their demand is met. Maoists have been demanding withdrawal of the president's move.

Dahal also urged Nemwang not to start formation of new government through parliament or bypassing it until parties reach to an agreement on nullifying the president's move and upholding civilian supremacy.

The winter session of the parliament, that began some one and half months ago, has failed to see any normal proceedings. It is scheduled to end this Friday. It has already been extended by a month than normal season. Source By: nepalnews.com

UN High Commissioner likens Nepal's rights situation to Rwanda - by Dhading 22/03/2009 @ 4:43 PM

Visiting UN High Commissioner for Human Rights, Navi Pillay, Sunday said she found the condition of the people who were victims of serious human rights violations during and after the conflict in Nepal similar to that of war-torn African nation Rwanda.

"During my visit, I met several families whose loved ones were victims of serious human rights violations, both during and after the conflict and by the acts of both parties to the conflict," Pillay said, "their stories were similar and painfully reminiscent of the dozens that I heard during my eight years working with the International Criminal Tribunal for Rwanda."

Organising a press conference in the capital at the end of her five-day Nepal visit, she affirmed that these families want the truth "so they can have a sense of closure; they need reparations so they can start rebuilding their lives; and, most of all, they want justice."

She clarified that under international law the State has a responsibility to ensure that the families obtain truth and justice.

"The demands of victims' families are not mere wishes; they are supported by law," she said, adding that until these demands for justice are fulfilled and accountability for past violations is ensured, a truly new Nepal will not emerge and the peace process could be jeopardized.

During her stay in Kathmandu, Pillay held discussions with the President, Prime Minister, Speaker and Ministers of Foreign Affairs and Peace and Reconstruction. She also met commissioners of the NHRC and other national human rights institutions, members of civil society, victims of human rights violations and families of victims, leaders of political parties, diplomatic representatives and her UN colleagues. On Saturday, she traveled outside of Kathmandu, to Janakpur in the central Terai.

"When I met the Prime Minister, I welcomed his stated commitment to end impunity and discrimination, and ensure respect for the human rights of all Nepalis," she said

She further added that the confidence bestowed on the Prime Minister by the people of Nepal through an historic election "places upon him a special responsibility".

"I told him that the Human Rights Council is also following closely the progress his government is making to fulfill that commitment and to uphold the trust of the people of Nepal."

Stating that the mandate of her Office is to support Nepal's efforts to address the remaining challenges of the peace process and the human rights issues, Pillay informed that they have already requested that OHCHR's existing mandate be renewed for three years when it expires in June

She also strongly urged the government to ensure that the Ordinance on formation of disappearance commission is submitted to genuine scrutiny by the Parliament during its upcoming sitting

"The Prime Minister assured me it would happen, and revised to take into account concerns about specific provisions raised by the human rights community and my office," she added. Source By: nepalnews.com

Violence name of the game in campus polls; one student killed in police firing, serial bomb blast rocks Birgunj campus - by Dhading 19/03/2009 @ 8:37 PM

Violent clashes and one-to-one fisticuffs that marred the eve of Free Students' Union (FSU) in government aided colleges affiliated to Tribhuvan University (TU) and Mahendra Sanskrit University (MSU) in the capital and across many parts of the country continued on the day of the voting also.

A student died when police fired at an unruly crowd to control a tense situation following clashes that occurred during FSU election in far eastern Jhapa district today afternoon. Two others were also injured in the incident.

Reports said Manil Tamang, 27, of Prithivinagar-4, Jhapa died in police firing at Dhulabari campus of Jhapa. The deceased was an activist with Libuwan Students' Union that has boycotted the polls demanding proportion representation in FSU polls.

Man Bahadur Sherpa was critically injured in the police action to disperse the increasingly uncontrollable mob. He has been rushed to bordering Indian city for treatment.

Similarly, five student activist of ANNISU-R also sustained injuries when police opened fire at an unruly mob at Barun Campus of Sankhuwasabha district. The injured were immediately brought to Kathmandu for treatment.

Two bombs also went off outside the Thakkuram Multiple Campus in Birgunj
at the time of voting today.

Although there are no reports of casualty, about a half dozen of students are said to be injured in the explosion.

Details are awaited.

At press time (5:00) voting for FSU, which began from 8 am this morning, have ended in most of the campuses and results are already out in few. Students were seen taking victory rallies at Tri Chandra College, Shankar Dev College, Pulchowk Engineering College and many other campuses where voting was largely peaceful.

According to reports, All Nepal National Free Students Union (ANNFSU) panel led by Gita Timalsina has won the election at Mandapya Multiple Campus of Palpa district and All Nepal National Independent Students' Union-Revolutionary (ANNISU-R) panel led by Sujan Rayamajhi has won the election under at the Palung Campus of Makwanpur district.

Likewise, Nepal Students Union (NSU) and ANNFSU panel have jointly won the election at the Ishaneshwor Campus of Lamjung. Although elections were slated for today at more than 160 colleges affiliated to TU and 13 affiliated to MSU, reports said that voting have been postponed at various colleges due to controversy on voters' list and the row over proportional representation in the FSU. This resulted in clashes between rival panels in few campuses in Kathmandu and other parts of the country.

In the capital, polls at Saraswoti Multiple College, Bishwa Bhasa Campus, Ratna Rajya College and Nepal Law College have been postponed. Likewise, election at Dharan Multiple Campus of Sunsari district, Mahendra Ratna Multiple Campus of Ilam district and Adarrsha Bahumukhi Campus in Nuwakot have been postponed due to clashes among rival student unions.

More than 400,000 students were expected to caste their votes in the elections.

Security had been beefed up around the colleges throughout the country in order to prevent violence during the elections. Some 1300 security personnel have been deployed to maintain security in the Kathmandu colleges.

Traffic movement was severely hampered in Kathmandu due to the elections.

Police did not allow vehicular movement around the colleges. There were fewer vehicles plying on the road than on normal days.

As expected, tough competition were seen among contending panels of NSU, ANNISU-R and ANNFSU - the student wings of Nepal Congress, Unified CPN (Maoist) and CPN-UML respectively.

Earlier, student wing of the opposition party Nepali Congress, NSU called for a 'bandh' (strike) in Chitwan. Vehicles plying on the highway have been stranded at the entry points to the district. The eastern region is also reeling under the 'bandh' called by Limbu Students demanding for proportional representation in FSU.

Meanwhile, Nepalnews correspondents covering the FSU election reported clashes between contending student panels at Padma Kanya Campus. Election has not yet started in the country's first and biggest women's college due the clashes.

Although it is not known how many students were injured in the skirmish, but the campus area which is located at the main market center of the capital is tense and riot police have been called in to calm down the situation.

The campus has seen similar violence in the run up to the polls with women students from contending panels clawing and pulling each others hairs.

On the eve of the polls, at least seven activists of ANNISU-R were allegedly thrashed by NSU activists inside the hostel of the campus. A joint panel of ANNSFU, ANNISU-R and other fringe student union had decided to take on the powerful NSU panel in Padma Kanya Campus, according to reports. Source By: nepalnews.com

Fatty Foods: Memory Forming Nutrition

There are those who translate “fat free” into “good for you.” The misunderstanding has a strange sense of logic, after years of hearing how eating less fat means weight loss and better health.
Eating less fat will not solve a weight problem, and depending on the lengths you go to cut fat out of your diet, could quite possibly cause more harm than good. The human body requires fat for overall health, it is essential to the absorption of minerals and protection of vital organs. The type of fat consumed holds the key to healthy living. Nutritionist and other medical professionals agree that only 30 percent of the recommended daily requirements for a healthy adult should be from fat. Those fats should be unsaturated “good fats” that are found in olive oil, canola oil, and grape seed oil.

Scientists at the University of California-Irvine, found that oleic acids in good fats are converted in the upper part of the small intestine during digestion into oleoylethanolamide or OEA that affects memory-enhancing signals in the part of the brain that remembers emotional events. The researchers hope that their work could offer a new way of treating memory related problems. The evidence also shows that oleic acids can reduce appetite, help with weight loss and lower cholesterol and triglycerides in the blood.

Working with rats the researchers said that OEA helped animals remember where they found a nice, fatty meal. Dr. Daniele Piomelli and team discovered that OEA caused memories to be laid down by activating memory-enhancing signals in the amygdale, the part of the brain involved with emotional events. “By helping mammals remember where and when they have eaten a fatty meal, OEA’s memory-enhancing activity seems to have been an important evolutionary tool for early humans and other animals.” Dr. Piomelli said. “Remembering the location and context of a fatty meal was probably an important survival mechanism for early humans.” Dr. Piomelli added that the results might not always be helpful, while OEA contributes to feelings of fullness and well being after a meal, it could also cause long term cravings for fatty foods that could lead to obesity if eaten in excess.

Rats given OEA had improved memory retention in two tests, running in a maze and avoiding an unpleasant experience. When the OEA was blocked the rats performance in both areas declined.

Rebecca Wood, chief executive of the Alzheimer’s Research Trust, said: “This is fascinating research and advances our understanding of the impact that diet can have on brain activity. When thinking about what constitutes a healthy diet, usually what’s good for the heart is also good for the head.” She added that the research suggests that fatty foods could help in the formation of longer term memories, but a healthy balanced diet is still the best advice in reducing the risk of developing dementia.

Professor Harald Hansen, of the Danish University of Pharmaceutical Sciences in Copenhagen, has been studying OEA for its anti-obesity properties. He believes that clarifying the role of OEA in human food consumption will add to the understanding of the obesity epidemic. The knowledge could lead to development of drug candidates for treating morbid obesity, but OEA is not commercially available for human consumption and it may not affect humans the same as rats.

Drugs that mimic OEA are in clinical trials. It is hoped that they can mimic the effect of fat rich foods to boost memory in those suffering from loss of memory or dementia. If the drugs which are being tested could also be a solution to the growing obesity problem and contribute to cholesterol and triglyceride control it would be a great break through for many health problems.
